I used UltraISO for years, but I switched to PowerISO a few years ago. I'm liking it better.
I don't don't know how drivers are programed but I always thought that Windows came with generic drivers designed for detection over performance. Once it's in you can then install the real drivers to make everything work.

I have a batch file that injects key drivers into boot.wim and install.wim. Then I create a bootable usb drive.

Generic drivers do not cover every possible combination of hardware, particularly for newer hardware.
It takes time for MS to catch up - basically always an ongoing chase. NVME drivers requiring IRST drivers have particularly demonstrated this and that issue is between Intel and MS who you would think closely liaise.
Imagine how many third parties out there bringing out new devices with special drivers needed - webcams, graphics board, wifi dongles etc. Sure most of these can be done post W10 installation, but sometimes they do cause issue preventing booting.
I had a sata dvd to hard disk conversion caddy on an amd pc and it would not boot when it was in as device needed a special controller. I eventually identified driver so I could boot pc.
In simple terms generic drivers are fine in most cases but not all.
Drivers can be, and often are, an issue after performing aClean Install
.
If Microsoft were to include, or at least try and include ALL drivers [ Good luck with that ], the ISO would be enormous, so that really isNOT
a viable concept.
The easiest and simplest method to approach this is to either download the drivers from the manufacturers website PRIOR to installation, or toExport
the drivers FIRST, thenImport
them back after theClean Install
has completed.

Additionally, you canCopy
the drivers onto the installation USB so you have everything in one place. This is obviously done AFTER theBootable
USB has been created.

For one of the gui type programs, winiso works very well. It can export and import multiboot image.
WinISO Standard 6 - Edit, Create, Convert, ISO Software, Burn ISO and make Bootable ISO
