A clean install will leave NO folders or programs behind. Otherwise, .old folders are a mandatory part of the rollback, in case something goes wrong or you're not happy. Of course, backup your data and have programs ready for reinstall - Clean Install Windows 10

Windows.old folder is created when you do a OS upgrade. It contains all files from the previous installation so you can roll back.
To get rid of the Windows.old just run disk cleanup (%windir%\system32\cleanmgr.exe)

Read and understand Step 14/15 whichever applies to your device. Megahertz link tells you how to delete .old folders. if that's simpler.

How are you doing the install? Are you booting a USB flash drive as the Clean Install link mrgeek gave you says to do?

When doing a clean install, I usually delete all of the partitions on the target drive. The drive space will then appear as unallocated. The Windows installer will then automatically partition and format the drive; you don't need to do any of that manually.

That presumes that you want to erase everything on the drive.

Incidentally, if you run an upgrade in the future, windows.old can be easily removed by running the "disk cleanup" utility, and choosing to clean system files.

Install Windows in an unallocated space, and there will be no "Windows.old".
I have not seen "Windows.old" for years.
