implying something else is running holding it open.

The CBS log file may be informative.

Note that not all file types can be uploaded to tenforums. There is a limitation. Where this applies- as it does to size- either
- zip the file and upload it
or upload to a file sharing site and post a share link.

Thanks - from that, and not apparently related to Win 11, there are failures today e.g. this..
Is Windows update failing for Win 10?

Please post a screenshot of your Update History.

The forum prompted you for your current build number when you wrote your first post. I do not see that (via winver).
I'm guessing you do not have Win 10 build 19044.1466 (latest) and Windows Update is failing, suggesting an underlying problem.

If so, and if you can't upgrade using an iso file as you say, you may need to
a. check your disk
b. perform an in-place upgrade repair install of Win 10 which keeps all progs and data.

Also, given my previous post, try a clean boot, then try to upgrade using an iso file, but without accepting updates as part of the procedure, if you get that far.
