Windows 10 in-place upgrade keeps failing

Great idea! if the enablement package is simpler, I'll do it. I have already downloaded it! Before updating, though, should I still uninstall Bit Defender, any other antivirus and place the computer in clean boot ( safe boot) ?
I'll see if I can fix the problem without upgrading the Bios. Too risky and I am not an expert. If I can't fix the problem, I have to live with the lesser of the two evils, i.e a failing CMD function. on the Windows 10 O.S. in the backup HDD . Definitely ruining the motherboard is not an option!

Perhaps there are other issues.

What I mean by saying that I cannot open the CMD screen is just this: when I click on the elevated CMD icon, I keep getting a message that the application could not be opened. I was hoping that by doing an in-place upgrade I could fix the problem. Actually I will follow Steve10's suggestion to co go for the 21H2 enablement package, rather than the full in-place upgrade.

What happens when you do this and click where I've highlighted?

Very simple: I get the following error message:
Application Error.
The application was unable to start correctly. ( 0x0000142). Click OK to close the appplication

If you still need a screen shot I'll boot on the other drive and send it to you, but I don't think you need it. The message is clear.

Please know that If I didn't submit the screenshot when you first asked for it, It is not out of lack of good will, but just because I thought that the message I had quoted was self explanatory and that reproducing it on a screenshot wouldn't add any more information.
I hope you realize that so far I have cooperated to the fullest extent, just as you all did, also because it was in my own interest.

If you feel you can be of no further help , either because the issue is too complex or for other reasons, let's leave it at that, so that you can devote your time and resources to other easier cases, perhaps less time consuming. I understand this!
