Just curious, why pay $55 for it when you can get it for $10?

He also insists he can't download the installation media free.

    Two different things:
    - The Win 10 installation files you can download from M$ for free. Media Creation Tool (MCT) is a small program that will download the latest Win 10 installation files.

    - To activate the installed Win 10 you need a license key. You have to pay for this license key. There are two major packages:
    - A DVD or a USB drive with the installation files (that you don't need as you can download them for free) and a license key code written on a nice colored paper or stiker. You buy on a store or online from M$ or any other seller and you receive by mail.
    - You buy online from M$ or any other seller and you receive the license key code by email.

You will find online offers very cheap. Some are good and some are not. It's up to you to accept the risks.

Maybe this clarifies it a bit for you: You Don’t Need a Product Key to Install and Use Windows 10
