I do not know if you have remade that usb installation media using the microsoft proceure rather than the Rufus you used at first, but althought it will show in the one time boot menu, as it does on your uploaded video, it will not boot to that usb for the installation.
The reason being is that the usb shows as - partition 1 - on the UEFI entry for it.

The installation files must be on the root of the usb, which must not be partitioned, but formatted as FAT32 which the microsoft installation media when downloaded and then proceeded with as an ISO file, installs those on the USB

as I outlined in my first reply by copying to that post the basic procedure from the Microsoft link

Before you download the tool make sure you have:
An internet connection (internet service provider fees may apply).
Sufficient data storage available on a computer, USB or external drive for the download.
A blank USB flash drive with at least 8GB of space or blank DVD (and DVD burner) if you want to create media. We recommend using a blank USB or blank DVD, because any content on it will be deleted.
It is my opinion that what your are experiencing is, that the USB has NOT been correctly made and if you look at your video clip, you will see that one of the one time boot options is windows boot manager.
That is the boot for Windows 10 from the FAT partition on the drive, with the OS

I think, you are choosing as the one time boot the UEFI listed flash pen and because it is incorrectly made with a partitioned file system, it is not booting from that, it is attempting to boot from the only other bootable source it sees, and that is the Windows boot manager

However because the Windows 10 installation is corrupted, all you see is, as you refer to it, the splash sceen.
It cannot get any further than that, because when the firmware hands control to the windows boot manager, which woulod normally then enable the loading of windows, that cannot occur because the windows installation that was on the partition lettered C is now corrupt.

Yes I've tried it with media creation tool and Rufus and all the above. I've done it to try boot from a drive I already had windows installed on from another computer... When it gets past "booting to USB* and sees that its windows it stops.

If that video you uploaded is the original, then as I said it shows the usb - partition 1.
That cannot act as installation media

If you have remade the usb, then it should not show partition 1.

How did you make the usb using the microsoft procedure

PLEASE detail what you did step by step
    using the format 1, 2, 3 and 4 etc.

It is no use trying on a drive from another computer. THE TEST IS will that usb you have made boot another computer
and take you to the first stage of installing, OBVIOUSLY NOT to be proceeded with.
IF IT WILL NOT then that proves the usb installation media is faulty

When someone is posting and you replying, it would be a lot easier for both of us, if you stayed on the topic so that you can then reply again, rather than going looking round the site, like you are now

Re my last, as you will see.
If you had stayed with your thread, then we could by now have had your reply and proceeded to the next step.
As I said the TESTis can that USB you have made boot another computer

If it is a correctly made USB from the Microsoft procedure then it should be bootable on either UEFI firmware or legacy BIOS firmware.

If it is NOT bootable on another computer it is incorrectly made OR one of the few flash pens, that will not even when correctly made be usable as a bootable device.

Here is a link to explain what the usb with the partition shown on your uploaded video
Windows 10 bootable USB has 2 UEFI patitions?

as you will see from that link - the usb flash pen should not have partitions on it.

Yes... I have tried and installed windows in a other computer with the same drive.

Right now I made a new winPE drive and I get the same outcome. I contacted Asus again and they stated they replaced my motherboard, if that's true, I'm not sure why I'm still having this issue

    So please clarify that this
Yes... I have tried and installed windows in a other computer with the same drive.
means that the flash pen drive you made WILL boot another computer and install windows on it.
