I do not know if you have remade that usb installation media using the microsoft proceure rather than the Rufus you used at first, but althought it will show in the one time boot menu, as it does on your uploaded video, it will not boot to that usb for the installation.
The reason being is that the usb shows as - partition 1 - on the UEFI entry for it.
The installation files must be on the root of the usb, which must not be partitioned, but formatted as FAT32 which the microsoft installation media when downloaded and then proceeded with as an ISO file, installs those on the USB
as I outlined in my first reply by copying to that post the basic procedure from the Microsoft link
It is my opinion that what your are experiencing is, that the USB has NOT been correctly made and if you look at your video clip, you will see that one of the one time boot options is windows boot manager.Before you download the tool make sure you have:
An internet connection (internet service provider fees may apply).
Sufficient data storage available on a computer, USB or external drive for the download.
A blank USB flash drive with at least 8GB of space or blank DVD (and DVD burner) if you want to create media. We recommend using a blank USB or blank DVD, because any content on it will be deleted.
That is the boot for Windows 10 from the FAT partition on the drive, with the OS
I think, you are choosing as the one time boot the UEFI listed flash pen and because it is incorrectly made with a partitioned file system, it is not booting from that, it is attempting to boot from the only other bootable source it sees, and that is the Windows boot manager
However because the Windows 10 installation is corrupted, all you see is, as you refer to it, the splash sceen.
It cannot get any further than that, because when the firmware hands control to the windows boot manager, which woulod normally then enable the loading of windows, that cannot occur because the windows installation that was on the partition lettered C is now corrupt.
