In regards to not wanting any association with a Microsoft account, follow the clean install procedure until step 18 (after the computer reboots and you get the screen asking for region). On that screen, press Ctrl + Shift + F3 (you may need to do Ctrl + Shift + Fn + F3). The computer will reboot into audit mode, you will be automatically logged in with the built-in administrator account, and you can finish doing setup there such as activating Windows, updates, install drivers, etc. When you are all done, select the option to shutdown to OOBE. The next time the computer starts it will boot back to the Select Region screen and the new owner/user can then enter their information.

It's much easier just to don't enable updates and not connect to the internet during installation.

Unless you want to ensure the computer is fully set up, including drivers, and updated when you are setting it up for someone else.
