PC is freaking out since Win10 install! Help!

I've got an older (about 6 years) HP Pavillion PC that was running Win7 Ultimate. It has an Intel processor but I can't access anything to tell you anymore specifics. I did the Win10 install and it all went fine until the install was done. Now the desktop just flashes back and forth kinda fast showing just the wallpaper then wallpaper with icons back and forth. The only way this stops is if I do Ctrl+Alt+Delete which brings up the menu on the right which is no help. Sometimes if I right click while it's "flashing" it stops but as soon as I hit any key or click on anything it goes back to "flashing". The whole time the flashing is going on the cursor has the little "wait" arrow circling. I've tried just waiting it out and it doesn't change and I've tried restarting it but no change. Also in order to restart or shut down I have to hold the power button in on the CPU to do that. What do I do now? If I can get my PC to work properly with Win10 great but at this point screw Win10, I want Win7 back! Help!

You might be able to get Win7 back using the Win10 feature to go back to the previous OS. But be advised that often does not work and the best course of action would have been to make an image backup before the upgrade. If you can't get the reset to work, then you will have to order Recovery Media from HP. They will charge you for it, and when you get it, it will consist of some DVDs and a CD. When you run those, they will erase your drive, reformat it, and reinstall the original Windows versions that came with the HP. All the data, settings, and non-HP applications you had on there will be lost.

What program was it that caused you a problem?

It was my Norton Anti-virus. They have a fix that worked.

We experienced the same problem with Norton from our ISP - Comcast.
After we went back to Windows 8.1, we first uninstalled Norton and run the Norton removal Tool.

Upgrade to Windows 10 without any problem. Then Reinstall Norton. You need Norton 22.5.nn.nnn

This was a common problem with Norton in the past upgrade!

This is why i always prefer clean install over an upgrade. You can choose to keep the data but discard the apps so the upgrade will be clean from previous OS artifacts ( if data is on a separate partition, that's better) . Then download and install the latest version of the apps and drivers from the developer's site.
