Mine is disabled too, and when just now tried
But my PC works fine.Code:C:\WINDOWS\system32> reagentc /enable REAGENTC.EXE: The Windows RE image was not found.
So if your PC boots now and you don't have a specific problem, I think you're fine.
I'm sure NavyLCDR or someone else will be able to shed more light on this when they are around.
This is what most of us here use to make local backups: Backup and Restore with Macrium Reflect
Everything that you can do by booting into Windows Recovery Environment you can also do by booting from a Windows 10 USB installation flash drive. There is nothing to worry about.
