If you have fast boot or ultra fast boot enabled in your UEFI firmware settings, then you will need to temporarily disable fast boot or ultra fast boot to be able to boot from a USB.
    but you can't.

You seem to be stuck. What's stopping you accessing your BIOS?

Use the F8 key at boot (assuming ASUS), to access the Boot Menu. There you can "choose" your UEFI USB stick.

Sometimes, loose RAM will do that. Try re-seating the RAM. Then see if F12 will work for you.
