Trying to do a clean install - totally stumped

    Another bit of info that's relevant:

    I tried opening the setup application in the USB drive that was created by the Windows Media Creation tool. It went through the process of downloading, checking, verifying, then did a restart. When I came back to the PC it had the regular login screen up. Used my PIN and was met with a screen that said:

    We couldn't install Windows 10
    We've set your PC back to the way it was right before you started installing Windows 10.

    The installation failed in the SAFE_OS phase with an error during BOOT operation

    Use the MCT to "create" a bootable, Windows 10, USB stick.

    Plug the USB stick into a motherboard USB port.
    Reboot the computer, and hit the F12 key (for Gigabyte motherboards), to get to the boot menu.
    Choose the USB stick to boot from. There will be two USB sticks... one UEFI and the other... not.
    UEFI is probably the one you want. If it doesn't work, then try the other.
    The computer should then automatically boot to the USB stick. (no running of setup.exe)

    That's pretty much it.

    When performing a clean install do not open the setup application.

    Once the bootable windows 10 iso is created boot to the flash drive and follow the images and text in this thread:

    Hello Everyone,

    I think I found the solution, please listen to me as I just did a quick search and found that Windows Club & Tenfourms has a solution to this.

    Installation failed in SAFE_OS phase during BOOT operation

    It may be a driver that is affecting the update, please read the log file that Windows created. , remove the driver.

    Also I found that this issue also is in another thread, not sure it is related to your concern :)

    How I resolved MY 0xC1900101 - 0x20017 win/10 upgrade error code.

    Hope these help and sorry for the 3rd party links.

    Please read all of them clearly and ollwo the instructions.

    This is a common issue to happen in Windows especially the old ones so it makes sense.

    After you try to remove the affected drivers by using the log, please use this refresh tool from MIcrosoft to refresh your system.

    I've tried both, where I go into the BIOS and change the order, save and restart, and also where I just load up the boot menu and rearrange that.

    I waited a minute or two and it would just do the flashing underscore, restart, flash the Gigabyte screen, then go back to the flashing underscore. It looped without any changes multiple times and was pretty clear that it was stuck.

    Yep, I've followed that process multiple times and it never actually loads the stick. I've never seen this happen before.

    My concern is there's something in the BIOS that's preventing it. I've changed settings between Legacy and UEFI, reset the defaults, enabled and disabled various things, and nothing seems to make a difference.

    BIOS is probably where my knowledge is the most lacking, so there's a good chance that I'm missing something there to be totally honest.

    Is this a custom build or a standard prebuilt computer, do you have the model number?

    When on the F12 boot menu (not the one in the BIOS), if the UEFI USB stick doesn't work, try the non-UEFI one.

    If both the UEFI and the non-UEFI USB sticks don't work, then it's probably a faulty stick. Either the stick itself or the Windows installation media.

    I used the log to isolate uicciso.dll as the error. I have since replaced it with an official and proper version of that driver. I also went through that other link and tried both the AHCI and RAID setups, but the computer will still not boot from USB.

    I've tried 2 different USB sticks with the same Windows Media Creation info on them, in multiple USB ports, and it still will not boot from any of them. There's no prompt or anything, it just goes black and then loops back to the Gigabyte screen where I can get into BIOS.

    Have you tried the Linux option mention - this will just be the test to see if a boot USB (of any flavour) will work.

    Download a Linux distro iso (Mint, any version/type)
    Download Rufus (freeware)
    Use Rufus to create the Linux boot USB from the iso
    Boot to the USB - Mint will be installed in the computer's memory, not on the drive (there is an icon in the running program to do that extra step, if you later wish. Mint will be removed automatically from the memory when it's shut down)

    Did that work? {Insert X-fingers emoticon here}

    This should test whether it's flash drive(s)/USB port(s)/computer hardware related.
