Taskbar / Windows Explorer repeatedly crashing / flashing / resetting

Ever since I installed the latest update, my taskbar and Explorer have been going nuts. I've rolled back my updates for months, and turned off Windows update to prevent it. So months after its release, I finally reinstalled Version 21H1 again, and am continuing to have the same problems as before.

    Edition Windows 10 Pro
    Version 21H1
    Installed on ‎8/‎18/‎2020
    OS build 19043.1165
Experience Windows Feature Experience Pack 120.2212.3530.0

It's very frustrating and disruptive, and I have all of the latest updates. Any idea what's wrong and how I can fix it?

Thank you, however I've already tried this, and the issue persists.

I can get it happen fairly consistently by minimizing Firefox, then trying to open it by clicking the taskbar icon.

I don't think this is a Firefox issue though, it's definitely a consequence of the latest update.

Have you disabled third-party extensions using ShellExView.

I haven't, but this gave me a pretty good idea. I've disabled StartIsBack++ and haven't had the issue since. It's probably related to that. Thank you!
