I've seen that message twice, once on a Vista Notebook that I couldn't install the Win10 Preview on because of the PAE and turned out to be an issue with the Centrino flavor of the CPU. It could have been a hardware problem as it wouldn't also run Linux Mint 16, installed Linux Mint 13 and got a fine backup machine out of it.
The other time on a Notebook was the power saving feature of the CPU/Notebook to about half its full speed or below the required 1GHz. The full speed should have 1.86GHz but had been lowered to 783MHz, fix was in the Power Options and made it an Always On, rebooted and install went fine. Apparently something in the Battery part of Power Options weren't releasing properly when changing to AC Power or Plugged In. For the 1GB RAM requirement one must keep in mind that computers with onboard video take part of the RAM, makes less available to Windows on the low-end machines. [1GB for 32-bit and 2GB for 64-bit]
