I discovered this thread because I have the same laptop (bw-049AU) and the same problem.
It turned out that the BIOS was corrupted. An update of the BIOS (from HP) sorted the problem.

Here's some more information about the problem I experienced and what sorted it.
I was getting the scrambled screen when trying to do a fresh install of Win10 from USB.
HP support wasn't recognising the model I had (BW-049AU), but I figured that BW-0xx or BW-000 was probably correct. I downloaded the BIOS update for that model, installed it, and all problems were fixed.
