How to use Win 11's setup screen on Win 10?

On Win 10 installation drive, try to replace \sources\boot.wim with Win 11 \sources\boot.wim

You could - [1] Download the Win 10 ISO, and [2] Download the Win 11 ISO. Substitute theinstall.wim
in the Win 10 ISO with theinstall.wim
in the Win 11 ISO. OR, you can use . . .

Just to be clear what it is that you want, Do you want to install Windows 10 or Windows 11?
If your aim is to install Windows 11 on a machine that doesn't meet the W11 specs, then Paul Black has given an answer that works.
If however your aim is to install Windows 10, but get those smart new screens on first boot up after install, then the answer is no, not possible.
Those screens are not part of the install media, they are from the Out of Box Experience (OOBE), an integral part on the Windows you have just installed.
OOBE gets installed from the install.wim or install.esd of the Windows 10 install media you used.
You would have to delete the entire C:\Windows\System32\oobe folder and replace it with the one from Windows 11 before the first boot of your newly installed Windows 10. And even then it is highly likely that it will be incompatible. At best it may fail to run, at worst it could generate a corrupted install.
Bottom line, I don't think it is possible or practical to do what you ask.
