MBR2GPT Not Working (Disk Layout validation failed for disk 1)

I've been trying to convert my boot drive from legacy to UEFI but I keep getting the same error all the time (Disk Layout validation failed for disk 1)

    See this
Convert Windows 10 from Legacy BIOS to UEFI without Data Loss
MOST LIKELY the cause the is that there is no free space to create the FAT EFI partition
see post 46 on that link
It will not work without some unallocated space on Disk1

Drive 0 has a System reserved partition set as Active and drive 1 has no Active partition

It seems that you're booting from drive 0 partition 1 and transferring the boot sequence to drive 1 partition 1.
To confirm, shutdown and detach drive 0 (SATA or power cable) and try to boot.
If you confirm it can't boot, I'll give you instructions on how to fix it.

I disconnected the power from my HDD and tried to boot and it cannot boot.

Lets rebuild your boot loader on drive 1
Open a CMD window as administrator and type:
    diskpart
    select volume c
    active
    exit
    bcdboot C:\Windows /s C: /f BIOS
    exit

Shutdown, detach drive 0 (unplug SATA or power supply cable), make sure drive 1 is first on the Boot priority and try to boot.

If it boots normally, pen a CMD window as administrator and type:
MBR2GPT /validate (to find out if you able to convert to GPT. Don't convert - Wait for instructions)

When entering the command bcdboot C:\Windows /s C: /f BIOS i get this error:

BFSVC Error: Could not open the BCD template store. Status = [c000000f]

    Leave the drive 0 detached.

With Disk Manager (C:\Windows\System32\diskmgmt.msc), shrink the C: partition by 120MB. Leave the space as unallocated and run MBR2GPT /validate. Don't convert - Wait for instructions
