This is from the Manuals section of the ASUS site for your motherboard.
Why they put it there... who knows.

I found these directions for obtaining the BIOS Converter... but I can't find any "BIOS Utilities".
You may have to contact ASUS tech support, or "chat" with them, here... P9X79 - Support

LOL. I have an ASUS x570 AMD board, and I have to use a Renamer tool to convert a ROM file into a CAP file, before flashing the BIOS.

I would get into a Chat with tech support. "Guessing" about a BIOS update is never a wise move.
I've been going to ASUS websites for almost 20 years. I use only ASUS motherboards.
And I couldn't find the Converter Utility.

Ask tech support. Here's the same number I have in my phone for ASUS motherboard tech support...

It should be on the back of the motherboard. Or the motherboard box.

Probably be easier just to post the link where the Converter file came from.

    Hi nightowl17,
Any chance you can post a link to the file you found or post it on dropbox or somewhere and provide a link?
I have the same problem and can't overclock my cpu like I have for years on Win 7 Pro.
Plus there's the 'can't find USB device' error every time I boot, which relates to the BIOS.
ASUS tech has been unhelpful for this.
    Thanx...Chris
