What is the exact model of the machine it is intended for?
You can use the ms virgin media which is from 2011,then you will have to activate it, find the correct drivers and manually install an update so that WU will work.
Or you can use the dell media.The dell media is big because it is multilanguage.

Why dual boot? Install a VM (like Virtual Box - freeware) and install Win 7 in that. Run it from within Win 10 avoiding boot issues.

(Not sure what you mean about "cannot get USB devices on either" - at what point, before/after virtual has been installed and/or before/after virtual OS installed?
I've used VBox successfully to install virtual Linux systems, and win 7 on multiple devices, old and new.
Don't know about HyperV or VMWAre, I always use VirtualBox , but same principles may apply.
External device recognition is not automatic to the virtual system, it has to be connected through a menu item (can't be more specific unfortunately, at the moment not near a device with this on it) and ceases to be available to the host system during that time.
I suspect there are other factors at play here, OP is getting too many "negatives" (Rufus not working, failures with virtual software, OS language difficulties/conflicts) than would otherwise not be experienced.
