Are sure you're booting from the Win 10 installation USB drive?
Where did you get the Win 10 iso?
Download, extract and run MediaCreationTool.bat
Choose the version you want to install.

One more question: Are you SURE that your image is the correct architecture (x64) and not an x86 architecture?

I'm confident that I'm booting from the USB because it's the drive I select and the Windows Icon shows for a moment (or the swirly icon at the bottom center of the screen)
ISO from my Microsoft Volume Licensing Service Center (for different builds) and the Microsoft Media Creation Tool.

yep. Also tried Windows server 2019 STD (only comes in 64) and got the same error.
SOLUTION: Not so much a solution as a workaround.
First I dropped the CPU Clock speed from 4.5GHz to 3GHz.
Second I grabbed a Lenovo laptop, installed Win10 on that. Then pulled the M2 drive out, stuck it in this jerk machine and it booted fine after a quick automatic windows repair.
I'm counting this case close. Thanks for the help you crazy Gurus.

@Bytebait: your fix can only be described as "lunacy inspired by desperation." I'm amazed it worked, and believe it points to device driver weirdness in the original OS that you replaced. This is one of the few rare cases where an in-place repair install didn't work. You essentially did a clean install (on another PC) to replace the runtime environment from scratch. Another form of ingenious last-ditch repair.
Thanks for sharing. This goes into my "box of tricks" for sure.

Win 7, 8, &10 installation has basically 3 phases:
- Create partitions, extract install.wim to a partition, make it boot able. Reboot
(it won't need the Win 10 installation drive anymore).
- Expand files and begin setup. Reboot
- Stop at OOBE and creates the user profile.
Anyone can do the first phase (Create partitions, extract install.wim to a partition, make it boot able) on any computer, and when it reboots, shutdown and transfer the drive to another computer.
When it boots it will continue with the remaining phases. Note that it didn't customize anything on the first computer. It only prepared the drive to "install" on the next phases.
I already did this trick under win 7 (The computer didn't have ODD and USB2.0).
