Nope. That's the whole purpose of LTSC - to prevent upgrading to newer versions.
I found my answer.
I downloaded a full LTSC 2019 ISO from Microsoft and launched it from within LTSC 2016. It upgraded it kept all the files and apps in place![]()

LTSC upgrades very, very slowly, but MS policy is to provide an upgrade in that version every 3 years or so. Of course, it's also intended to last as long as 10 years, so the upgrade is usually prompted when new hardware or software features introduced in the intervening time are of sufficient value and interest to compel those running older LTSC versions to upgrade to newer ones. OP can only do LTSB to LTSC upgrades thru ISO install media only, NavyLCDR. (I know this from experience).
feature updates or upgrades are never offered thru WU/WSUS for LTSB/LTSC users
that is the only way to upgrade from an old LTSB version to a new LTSC version, King Mustard.
Windows update will never issue any "feature updates" for LTSB/LTSC editions.
