Was this a typo of some sort? I have never heard of the Activation troubleshooter's restriction to Pro before.
I was under the mistaken impression that when first introduce in 1607 it was only for Pro. I have just tested a clean install of 1607 Home and yes, the troubleshooter was available in Home.

    Sorry, will delete that comment.

Thanks for clearing the matter up. And even testing it - such dedication.

    All the best,

Please would you provide screenshots as the procedure varies between versions.
    - Please would you also confirm that you are referring to Pro / Home / both.
All Versions - Updated: should be for Pro and probably for Enterprise. Corrected By Bree
    - And state the Windows 10 Version
Been doing this since many earlier versions.
This would be of great interest to many people because many of us install Windows 10 rarely.

Actually I forgot the wording. It should be: Offline Account -> Next -> Limited Experience
Then the next screen is local account setting.
I don't use MS account at all and never have to disconnect the internet to install Windows.

That screen only exists for Pro. In Home when connected the Limited experience option is NOT present.

Continue with limited setup is ONLY offered in Home when disconnected.

Bree - Thanks for that clarification.
[And the screenshots - I have not seen them for several Versions.]

Well, I still had this VM left over from testing 1607, so it was easy to do

They were all 20H2 clean installs, though I believe the offline account option while setting up Home online was removed starting in 1809.

To complete the set, this is 20H2 Pro while connected, with the offline account option still there.
