    As you installed win 8 and Win 10 independently, enter BIOS and set the Win 8 as your priority boot drive.

    I set to timer to 60 seconds with no change. I think at this point I will just deal with it.

    Did you set make permanent
    see option 3
    msconfig
    and make permanent


    Change Time to Display Operating Systems at Startup in Windows 10.

    Do not forget that the normal closure of 10 will simply return to where you were, so you will not then see the boot options as you will have resumed from windows 10 hybrid sleep
    Turn On or Off Fast Startup in Windows 10

    You mentioned earlier fast boot being in windows 10 - I think you will find you are in fact referring to fast start as above
