can't fix error 0x80070003

Hello,
I've upgraded 2 days ago and started receiving error code 0x80070003. I found instructions to fix the error. The first step is to run cmd as Admin, but it won't run as Admin - nothing happens. I can run with reduced privileges, but not as admin. I don't know if anything else is affected. Why is it not letting me run as Admin, and how can I fix it?

The error comes when I try to do a video capture, and did not happen before the update.
No message when I click on Run As Admin. Nothing happens. Nada. Zilch. Zip.
