How did your "Erase Everything"? When you Format (Erase) a drive, it will remove Windows and everything else on a drive.
You can do a Clean Install of Windows 10 On a working computer, you can download the Windows 10 ISO image and burn it to a USB Flash drive with the Media Creation Tool. You then can boot the problematic computer with the USB Flash drive and choose your language, then Custom Install. In Where to Install Windows, Delete all partitions on the drive so the whole drive is Unallocated Space. Then press Next. Windows will create partitions and format them during the install.

This appears to be from around Sept 2013.

Can the Dell XPS 8700 be upgraded to Windows 10?
gives an example of a successful clean installation of Win 10 (of the build at that time, May 2019).

That's no guarantee that a later build of Win 10 will be fully compatible of course.

Given that you had problems, and the age of the machine, as a minimum you should check the disk.

You should also ensure the BIOS is up to date:

Just FYI, I have 2 XPS8700’s and an XPS8300 all running the latest build with no issues.
