    1607 to 1909 upgrade failed. FIRST_BOOT MIGRATE_DATA operation


    tried to upgrade 1607 to 1909 with 1909 iso, in place upgrade.
    migrate data operation failed.
    log shows these items unable to move.
    what now?

    I have experienced that trying to upgrade older computers. I would either do clean install or in-place upgrade electing to remove all files and apps. Less time consuming to backup your files and then reinstall programs rather than debug the migration issues, imho. Good Luck

    ok i found a solution on google. and was able to upgrade 1607 to 20h2 successfully in place and keep all files and apps.

    I need to keep files and apps in order to keep google Chrome user settings/cookies so that financial websites don't ask me to revalidate my computer.

    I had to delete all excess unused users with net user command, like defaultuser0, etc
    "net user username /del"
    I had one phantom account, in addition to the defaultuser0 profile.


    delete excess folders from c:\users
    I had a few garbage folders in c:\users


    and delete excess SIDs from regedit hklm\software\microsoft\windows nt\currentversion\profilelist
    command line:
    Code:
    WMIC useraccount
    
    will list all the SIDs of valid accounts. Any SID not listed in this registry key can be deleted. Backup/export, then delete the excess SIDs.



    only then could i upgrade without errors.

    i dunno why it worked, but it did.

    if you get a 800707E7 3000D User profile suffix mismatch error, this is something you can try.
