You cannot do a clean install by clicking on setup.exe. You must boot from the DVD in order to do a clean install.
It's a clean install if the system takes you to the screen that deletes all the partitions. The partitions were deleted. Clicking on the setup file on the ISO DVD did take me to that screen. Subsequent attempts didn't present the partition screen. I don't understand why that was.

What's the recommend Clean Install procedure for an ISO DVD install?

Initially, I attempted to boot from the ISO DVD. It didn't boot. I had changed the boot order in the BIOS, but the system bypassed the DVD and booted from the SSD. That's when I attempted the setup file.

I'll do it again, but this time, I'll take screen shots with my phone.

I'll attempt to boot from the ISO DVD again, but what's your recommendation to get it to boot from the DVD and not the SSD?

Do you know how to get to the boot menu?

It's probably an F key, delete, or maybe even escape.

It varies by manufacturer. You should be able to google "HP boot menu".

Use that key and choose the DVD drive from the menu that appears.

If it won't boot from the DVD, it's a dud and needs to be remade--either another DVD or a flash drive.

OK, I successfully clean installed Win 10 Pro v1909 with a DVD ISO and the F9 key. There are a few issues. I had a couple of Windows Updates fail to install, and subsequent update attempts didn't offer the failed updates again.

You should have just cleaned installed 2004

Clean installs on a laptop can be a absolute nightmare if you are not properly prepared

Always get your network driver before doing the install, after that you can just go online and get what you need.

And always have a wired mouse handy, they usually work from the start.

But great job, laptops can be tough
