    Trouble with October 2020 Update

I am having trouble installing this windows update. I don't think my problems match any other thread I've found, but its possible I've missed something.
    Current Version: Windows 10 Home - Version 2004, Build 19041.508 - x64
Trying to install October 2020 Build - KB4579311
When I restart my laptop to to the upgrade, everything seems to go fine. It says its working on installing upgrades, seems to complete, and then reboots itself. No error messages. However, upon reboot, I get stuck on a black screen with a single "loading wheel" spinning near the bottom. I've left this spinning for 12 hours but nothing happened.

So I have to force a shutdown with the power button. Upon starting up again, it says that the updates could not be installed, does some clean up, and then boots windows normally.
If I go to the Windows Updates settings now, it says that the update failed with error code "Download error - 0x800703f1"
I've tried running sfc /scannow and DISM /Online /Cleanup-Image /RestoreHealth . Both did detect and fix some stuff, but the windows update failed in the same way the second and third times I tried it...

I've also run the Windows update reset script, found here...
    https://answers.microsoft.com/en-us/...2-829125b1e8a3

Note that this does not appear to be the same "black screen" issue as other people have reported. The screen is on and there is a single spinning loading wheel - it is not just a entirely blank blacks screen.

    Thanks for any help!

After running DISM you have only repaired the component store, your system has yet to be repaired. Once the component store is fixed you then need to run SFC again so it can repair your system using the component store as its source for the repairs.

You may need to repeat these steps several times until SFC reports no more errors.

When done, run the Windows Update Troubleshooter.

I ran those in the opposite order from that I posted: DISM first and the SFC. SFC now returns no errors.

Error code:0x800703f1= The configuration registry database is corrupt.

Scannow and restorehealth often don't detect nor fix registry problems.

Run: Tuneup.bat - Click here to go to the BSOD batch repository to download and run this batch file.

    Run:

This didn't work. Same result as trying to update through the built-in windows updater

I accidentally exited out of the command prompt before copying the results from Tuneup.bat. Here is the extracted results using the SFCfromFile tool:
    SFCfromFile.log

Here is the LOGS zipped results:
    LOGS.zip - Google Drive
