    Unable to Update from 1809 to 1909 (Error Code 0x8007003)


    I've tried updating through the Media Creation Tool, Upgrade Assistant, and built in Windows Update and every one of these methods has failed to update to the newer build. Each one comes back with the same error (0x8007003) and now that 1809 is coming to the end of service, I more than ever need to have this update. I've asked for help on the Microsoft Community forums and it's come to be unhelpful, but I'm going to be posting the methods I attempted via their instructions below.

    Some other things I have tried is the "sfc /scannow" command in Command Prompt, which always comes back with:

    C:\WINDOWS\system32>sfc /scannow

    If DriverPath is not system32\drivers\wimount.sys, that is likely the issue. HKLM\SYSTEM\CurrentControlSet\Services\WimMount\ImagePath should be pointed to system32\drivers\wimmount.sys.

    I have tried the method in this post on Reddit, specifically downloading a "Windows Assessment and Deployment Kit" to replace the one I currently have because this person said "we need to properly get the installer the recognize `wimmount.sys` located somewhere", however no matter if I try to reuinstall, uninstall, or repair my current or different ADK, I always get an, "Invalid Drive: F:" error.

    I have also tried using the "chkdsk" command in Command Prompt. However, whenever I restarted after it was finished running in Command Prompt, it booted on a black screen and hung there until I forced shutdown holding the power button.

    I've lastly also tried doing a Clean Boot, which simply didn't work.

    I'm currently at a loss and am hoping that someone can help guide me to update.

    Please perform a disk check using this portable program (can be run from a flash drive):

    HD Tune v2.55 Health and Error Scan tabs
    Download Portable HD Tune 2.55

    If that succeeds, then please run
    chkdsk c: /scan
    from an admin command or Powershell prompt and advise the summary result.

    What happened when I did Clean Boot was that I attempted updating to the 1909 build again, but doing that gave me the 0x8007003 error.

    I ran the HD Tune v2.55 Health and Error Scan tabs and found no errors in Error Scan. Nothing appeared in Health tab.

    So I ran chkdsk c: /scan, here were my results:

    Thanks. You say SFC /SCANNOW from an admin command or Powershell prompt reports
    Windows Resource Protection could not perform the requested operation.
    This suggests you should perform an in-place upgrade repair of your 1809 installation using an 1809 iso file. iso files are freely downloadable using e.g. the Heidoc iso downloader tool (free).

    Or you could try using this useful tool:
    Windows 10 Recovery Tools - Bootable Rescue Disk

    The starting point is to get SFC /SCANNOW to pass.

    Smart parameters: - are you using a SSD? (Don't think that's stated in your specs).
    Try Crystal Diskinfo (free). HD Tune free version is old and may not read some later SSDs.

    Do you have at least 30Gb free on C: ?

    You can reset Windows Update
    Reset Windows Update in Windows 10

    and run the windows Update Troubleshooter.


    Have you tried downloading the iso file and upgrading using that and NOT accepting updates as part of the procedure?

    Be warned: attempts to resolve upgrade failures have run for days and weeks, sometimes in excess of 100 posts- often without resolution.

    You can inspect the relevant logs:

    @zbook : I meant that article doesn't include that error code. Thank you for the interpretation.

    Would you agree, given that SFC /SCANNOW failed, it would be appropriate to fix that before attempting to upgrade?

    If it cannot then in place upgrade as you commented.

    Hello MrJWatson96

    Please press the Windows Button and type regedit and the select the option "Run as administrator".

    Please navigate on the left site in the window to the path:

    Code:
    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WIMMount
    Then check on right the side the key "image path".

    You have the following path as an entry, right?

    Code:
    C:\program files\macrium\reflect\wimmount.sys
    When yes, please change it to:

    Code:
    system32\drivers\wimmount.sys

    I will attempt doing the 1809 in place upgrade repair. I tried searching which specific one I needed through the Windows ISO Downloader, but I could not determine which was my current build, so I downloaded the most recent 1809 iso. Would that be fine?

    I am also using a 500 GB NVMe SSD and I've updated my profile to reflect that; if the previous program is not doing the proper checks I'll give Crystal Diskinfo a try and upload that data. I also have more than 30 GB available and will attempt Resetting Windows Update + Running Windows Update Troubleshooter if the 1809 repair fails.

    Running the all the Dsim commands via "ImageHealth" have failed to fix sfc /scannow. I've attached the log that was generated when it failed.

    I could not determine which was my current build, so I downloaded the most recent 1809 iso. Would that be fine?
    What must match is the base language, the major build (1809) and 32 or 64 bits as appropriate.

    Unfortunate the path change idea didn't work out- that would have been really helpful.

    Are you using any 3rd party security software? If so, before attempting another upgrade, disable it at least, and you may need to uninstall it.
