Are you always using the same USB flash drive? If so, try a different one. How big is it? If it's large, like 128GB, use a smaller one, 16GB or so. If that doesn't help then:

Does the system still boot. If so you could do a Reset which is pretty close to a Clean Install. It removes everything effectively leaving you with a new install.

See this tutorial by Shawn Brink:

It's a 16GB USB, I don't have access to another one, but it did work with two other machines within the last week. The machine boots fine, I have already done the default Reset, I am wanting to do a clean install. Which shouldn't be hard at all, windows has built in functionality for it. Any other ideas?

Let's assume that the USB drive is boot able as Legacy and UEFI.
During POST, press Esc till a options screen opens. F9 should open the Boot Menu. Then select the UEFI USB drive.

That's how I have been doing it, (with windows media creation).

Can you boot any other USB flash drive like a Macrium rescue USB flash drive or Kyhi's Rescue USB flash drive?
Try the X86 version just to see if you can get it to boot:

    Win14393PESE_x86 ISO v170116

    Download

If that works then try the X64 version:

    Win14393PESE_x64 ISO v170116
    Download

Alright, I apologise for the delayed reply. Both the X86 and X64 version booted without any trouble, while trying to boot normal Windows 10 with the Media Creation Tool and Rufus continued to not work (it just sat on the HP logo forever). I have now managed to boot Ubuntu onto the machine (worked without any issue), in the bootup process I erased all the data from the c: drive (where windows was installed). Windows 10 no longer has anything to do with this machine it is fully Ubuntu, YET when trying to install Windows 10 with the USB boot the exact same thing happens (HP logo for days). I am completely lost as to how this is possible, it's like the machine actively doesn't want a clean install of Windows 10. If anyone has anything, however crazy please comment. I'm even considering flashing a new BIOS so I can get some more control than Insydeh20 allows for.

Start creating a win 10 installation drive from scratch.
Where did you get the Win 10 iso? What version?
Use Brink tutorial, option 1 or 4

Option 1 does not work. It's the primary method I've been using. I got the ISO for Rufus from the Microsoft website so whatever the most current version is. I will attempt option 4.

    Nothing wrong with Rufus.

    We've used it for years.

If it worked on two other systems, and they are all (including this one) UEFI or MBR, it's not the media.

I suspect you missed a step.
I know there's nothing wrong with Rufus, it has worked for both of those links I gave, and Ubuntu. I didn't miss a step, I don't even know how I could miss a step, there are 3 steps. Any ideas what could be wrong, both Rufus win 10 USB and the Windows Media Creation tool don't work. I've used Media Creation Tool 4 other times this week without any issues at all.
