    Only when booting from the 1909 install usb and selecting the existing 2004 Windows partition as the install location will your previous (newer?) verison be saved to a Windows.old folder. You'll be able to retrieve your user files from there (but NOT any installed apps).

    You're both right.
    I did try to run setup with an older version and came with same message.

    I have decided to upgrade my CPU i5-6600 > Ryzen 3600 since I am facing the prospect of a clean install and honestly I've been flirting with the idea of getting a Ryzen since the 3000 series were released so I guess there's no time like the present.

    Well what you want and what you have is a problem. Your motherboard will not support the Ryzen 3600. GA-B150M-DS3H Compatible Components The links says D3H but Neither will the DS3H. Here's some suggestions Best Motherboards for AMD Ryzen 5 3600 in 2020 Just going by your posted specs. Not unless you upgraded. Good Luck.

    Sorry I should have been more clear. I bought the 3600 earlier and I also pulled the trigger on a MSI Mortar Max B450 motherboard.

    RUFUS the same tool you use to make a bootable flash drive can also be used to downloads Windows 10 ISOs
    I had the following choice of ISOs to download:

    19H1 (Build 18362.30 - 2019.05)

    I checked a couple other sources for previous Windows 10 ISOs. The lists look about the same. I think these all may be old Preview Release versions not the actual Windows 10 Public Releases.

    For example take "19H2 (Build 18363.418 - 2019.11". This was one of the last 1909 Preview Releases before the official 1909 Public Release.
