Of course a Clean Install would solve the problem, If I wanted to do that, I wouldn't have posted here. I have a lot of software that takes days to reinstall, so that is a last resort. Both computers are working fine, and have been working fine for the last several months. If the computer was not working I would do a Clean Install. I just can't upgrade to 2004.
Thank you all for your replies. I bet that if I replace my hard disk with a spare and attempt a clean installation (format) of v2004, it will install without any issues. I see no reason why not. Microsoft simply blocks the update at "old" systems to force us either upgrade or buy a new computer. If I had a typical office PC I would backup and format. But mine has too many applications to start from start! I would need at least one week to reinstall and configure all of them! No thanks! I rather stay with v1909 for the moment. Anyone else that doesn't mind the trouble to do a clean installation, do try it. You have nothing to lose!
As @f14tomcat says, that's not been my experience. My last to be offered 2004 was my newest, and the only one that's actually been tested by its OEM for 2004.

I have upgraded 3 laptops and I have done Clean Installs on 2 laptops to 2004. The 2 desktops this thread refers to share the same image. The 2004 ISO image is used on all computers, so I know it works. The newest computer is less then 6 months old. The latest nVidia driver is on each desktop. There are no yellow marks in the Device Manager and there are no other drivers available from the Gigabyte web site. Both desktop computers were running 1903 late last year, and were upgraded to 1909 in January. Both computers continue to work flawlessly. They both keep updated with the latest Windows updates. When the upgrade to 2004 fails, it rolls back the image to 1909. Which still works flawlessly.
