Thanks didn't find the thread here on this forum talking about thought it was a pinned thread but not anymore.

Just wanted to add another note about the Out of Band cumulative update KB4567523. After my post last night I decided to install it on one of my test systems and noticed that it does not show up in when I look for updates. It would appear that you currently may need to manually download and install the update. To do so, go to the Microsoft Update Catalog and search for KB4567523. Make sure to download the version appropriate for your architecture (x64, x86, or ARM64).

This affected all Windows 10 versions except 1511. The June patch Tuesday updates included fixes for this issue for all the affected versions of Windows EXCEPT 2004. The fix for 2004 was just released on June 18th as an out of band cumulative update KB4567523. You may just want to do a check for updates to obtain that update or check your update history to see if you already have it.

It worked. Applied the patch, rebooted, and scanner is working again at least on my primary 2004 machine. Seemed like the patch was just for printing and as my printer still worked, just not the scanner, I didn't have high hopes, but gave it a try anyway.
