What were you and your PC doing when this happened?
Was this an update to .NET framework?
This error is often linked to orphaned registry keys pointing to non-existent language packs.

Try running setupdiag .exe from MS

I actually need to disable 2 Features (IIS and Windows Process Activation Service) To Update my PC

Which update are you trying to apply?
How did you receive this update?
a. Manual download
b. Windows Update
Your log file suggests you were attempting to apply a feature update. Is that correct?
