If you create an installation USB using Microsoft tool, it doesn't have an ISO ?
How did you create the tool ?

(save the .exe file)
(run the .exe file)

select Create installation media (USB etc etc) > Next
select your language/edition/architecture (untick the box to select other options) > Next
Choose USB Flash Drive (not ISO)
select the target flash drive > Next
Progress ....%
then boot from that USB
or
If you already have the ISO, try using Rufus (freeware) to create the bootable USB
