Hi your question is kinda vague. Did he purchase a os on a usb drive? He then formatted the drive? If he has the key code for the os he purchased he could get the os from here https://www.microsoft.com/en-us/soft...d/windows10ISO I would think it should work

He bought a Win 10 home USB installation disk and he formatted it. Correct?
Does he has the key code for activation?

As already mentioned, he can download the installation files (for free) and transfer to the same USB drive. On windows10 download, follow the steps to create a USB flash drive installation media.

Ummmm-----it's impossible to format the USB flash drive included in the Full Packaged Retail Product if it is a true Microsoft product. That USB flash drive is 100% read only.

Still vague, insufficient details to be able to advise.

What format was the purchase - a USB stick? A DVD? A license key for a digital download option? A digital license only?

    Purchased where from (url link)?
