Upgrading from W7 to W10 fails - error message in post body

I was told to come here by the Seven forum for this issue

    Error message
0x8007001F - 0x20006 The installation failed in the SAFE_OS phase with an error during REPLICATE_OC

    -----------------------------------------------------------------------------------------------------------------------------------
Quickbooks is requiring me to update my W7 pro desktop to W10 in order to update to QB2020.

I have tried at least 10 times to upgrade to W10 pro using the instructions on this web page
Here's how you can still get a free Windows 10 upgrade | ZDNet

I had the media creation tool make me a couple USB sticks.
One with the ISO and one with the .exe install files
Neither one of those methods will update
So I tried the just update this one computer and that failed also

The free W10 upgrade worked perfectly fine on one W7 pro desktop last week, but it is a very simple machine with less than 6 pieces of software installed, no printers or external devices.

These are all the things I tried according to web searches for my error message
    Unplugging all USB devices
Disabling several things in the device manager
    Deleting the windows update folders
Repairing the windows update using the MS tool
And others I can't remember just now

    Nothing has worked so far
The upgrade looks like it is going to finish and boot into W10, but then it says it is putting my computer back to the way it was and then shows me the error message I posted above.

The first free upgrade I did went without a hitch
And so I was hoping to be able to do it again on my main business machine.

I don't want to do a clean install
My business desktop has a huge amount of data and programs that I use on a daily basis

If I can't get the free upgrade to work on this machine, do you guys think that a purchased W10 disc would upgrade and get by the error message.

I don't mind buying W10 pro if I have to.
It will just be another business expense.
Any one have any feedback on this issue?

    Thanks

    Welcome to the Forum.

You don't need to buy anything. A purchased W10 "disc" would not change anything.
    This is a common error

Do you have any drive encryption on?

Please describe, in details, the steps you did for the failed upgrade.

    Check for Win 7 errors.
Open a CMD window as administrator and type:
    chkdsk c: /f
It will say that your drive is in use and ask if you want to schedule to next start = Yes
    Restart
Back to windows, Open a CMD window as administrator and type:
    sfc /scannow
    report

Here is one solution that seems worthy-
SOLUTION: Windows 10 upgrade failure 0x8007001F – 0x20006 | Triple-S Computers Blog – Louisville, KY computer repair specialist

    partial:
All this involves is to grab Windows 7 install media matching the version installed and perform an “upgrade” process right from within Windows. Once complete, I had to reenter the Product Key and reactivate – so make sure the sticker is legible on the particular machine you’re working with. If it isn’t, specialized activation backup/restore methods will be required to continue with the process and eventually the Windows 10 upgrade.
Please make sure you have copies of important customer files, backed up.

Just to complement what me75006 posted, a Win 7 Repair install is to run Win 7 installation disk setup under current windows.
It will reinstall Win 7 (same version, Win 7 pro) and you must enter the COA sticker key to activate. (disable Windows update to avoid installing almost 250 updates).
Once you have done the Win 7 Repair install and activated, you can run Win 10 setup under running Win 7.

If you don't have a Win 7 installation disk:
    Win 7 SP1 64bits iso

Links expire: 4/14/2020 5:46:07 PM UTC Download it NOWThe Win 7 SP1 64bits is a HP. To convert it to universal, apply eicfg_removal_utility
When used on an original Windows 7/8 ISO image, this utility will disable the
ei.cfg file, thus converting a disc image into a "universal" disc image.

    Thanks for the info
I saw this same W7 install tip and it's the only one I did not try out of all the ones listed out there

I have a Windows 7 SP1 corporate disc and the activation key
Turn off Windows update = yes
Once I have done the repair install, how do I run the Win 10 setup?

From the same USB stick I created with the Media Creation tool?

BTW, I always do a exact clone of my SSD drive on a duplicate SSD drive in Macrium reflect before attempting anything this serious.

After the Win 7 Repair Install, under Windows 7, insert the USB stick created with the Media Creation tool and run setup.exe

Is the Windows 7 SP1 corporate disc and the activation key an Enterprise license (Enterprise license CAN'T be converted to Win 10)?

No, not that I know of?
I did have to buy a W7 pro license to activate after the install
So not sure if that answers your question?

    Does this screen shot help?

If you bought a W7 pro license it's probably a Retail or OEM license, not a Enterprise license so it can be upgraded to Win 10 pro.
