Probably true, except for (it seems) not supporting legacy boot - apparently. (If so, presumably it wouldn't offered as an upgrade anyway).
However a GUI change could cause problems for, say, owners of some Stardock software or with certain types of themes applied.
I'm sure Microsoft's opinion on that would be that "with it's new look and feel, there's no need for third party Themes" and of course as always it's up to Stardock in this instance to make their software work with Windows (11), not Microsoft's
Personally I treat Windows as a tool rather than a artistic canvas to be changed to my personal taste, I spend 99% of my time looking at my applications which are often styled by their developers to their own style and, as long as it is usable, I rarely change much if the option exists
Obviously there are others who, quite rightly, like to style their OS and I'm sure the ability will be retained by either Microsoft or third Parties
Granted, I'm just trying to think of some of the issues that people upgrading might be faced with that will hit the forum.
E.g. Safeguard holds because people have applied certain modifications or have certain software installed- or lacking that protection, a failure to upgrade...with no clear diagnosis, say.
We do not know how old the released Dev build is, it may be very early so there will be many changes before its ready for release
Hopefully there will be the updating of some of the UI such as the File manager which is very outdated IMO, and we need screen related display options that are fit for the current state of things, I run 4k screens on my systems and to be honest the Windows text is unreadable - the actual apps are fine but the text in Windows specific menus is awful. and the change size options is not applied universally. and of course we are now looking at 5K
The search engine does not need an overhaul it needs replacing with code like that of the 3rd party searches
What we have at the moment does not deserve to classed as Windows 11, it just not different enough where it really matters
From the leaked version dated 30-May-2021 [ v21996 ], it appears to be directed more for the UX, but obviously the released version will me more complete and polished [ Well we hope so ]. There doesNOT
seem to be any changes to theApps

structure, but that can be easily rectified via WUs.
I do like that flat appearance, as opposed to the previous side appearance of Folders etc, it just look neater to me.
Win 11 is just a TWEAKED version of Win 10.
I think that there has GOT to be more to it than the leaked version, because otherwise I am going to be VERY disappointed, and will probably carry on with Win 10, and MAYBE run Win 11 in a VM.
Just my thoughts.
I see nothing in W11 that could not be released as an update to W10. W11 is totally superfluous.
