Okay let me ask you this...

How do I format the drive from a command prompt?
I don't think the Bios is locking me out..
I'll just wipe it all off and start over

The password gets me at power up but then won't work after that...
    This is screwed up...
How can it let me in at start up and then not work after that?

It appears that you are going to need a Windows 10 installation USB to do a clean install of Windows 10 if you are unable to boot to advanced options using option 6 or option 7 from the command prompt in the tutorial below.

    No.
If I boot to the Bios it won't accept the password...

    I'm lost.

I've tried to attach this picture of the screen.
Somehow I got this screen to come up.
Do you know what this is and what I should choose?

No that picture is really bad...
    I'll try again.

You would want to select the "OS Boot Manager (UEFI)" option in your bottom screenshot.

    Now I'm on this screen...
Says PC was reset but couldn't remove all personal files. Try resetting again if I'm going to sell it the computer.

I'm selecting to move forward and not reset... Or should I reset it again?

I would also recommend to move forward and see how it's running for you.

You can always do another reset later if needed.

Yeah but it didn't really rest...
It's doing the same thing with the HP screen with the little white dots going in circles....

So what media can I buy to fix this...
    I can't buy a 350.00 main board...

    You could try resetting again.

Otherwise, you're going to need to find a friend or someone you can create a Windows 10 installation USB on their computer.

Correct, if the BIOS has locked down the computer.
