    Making boot media from partition

I have an HP laptop that has had some problems for about a year. I tried reinstalling windows by refreshing, but the installation failed and I still have the same problem (corrupted recycle bin). I've tried using both the save files and don't save files options but the result is the same. I'd like to reinstall using the data from the backup disk but would like to run it from a USB. Is there any way to do that?

Barring that, is there a way I can download a safe copy of Windows 10 Home to boot from a USB or disk?

    It's running Version 10.0.18362

Use the MCT/Media Creation Tool, can get the .iso file used to create an exact copy of the original DVD or can create the Bootable USB Thumb drive. Use the choice of creating for install on a different computer or it can Upgrade the one you're on now.

When I used it early this week I got Version 1909 Build 18363.418 which after rebooting updated to Build 18363.592. Press the Windows key and R, type winver and press Enter.

Is this running an OEM version of Windows 10, pre-installed by HP along with their OEM drivers and utilities? If so, then creating a Recovery Drive USB including system files will create a bootable USB that can reinstall Windows and include all the OEM customizations. It will effectively be a 'factory reset' usb.

Thanks to both of you. I now have a clean installation of Windows 10 Home and the problem is solved.
