I do not want to clone my existing installation.
(The computer in question gets a 250Mbps speedtest rating. Yet, when actually downloading files, it crawls at 5Mps. Yes: five. Now, in order to find out if the hardware is broken somehow or if my Win10 install is choking my downloads, I want to boot my hardware from a USB on Win10. I simple download attempt...and if I see speeds like I'm expecting, then it's my software. Something with my Win10 install is bad (I've had this install for several years). My other computers are not afflicted with this issue. I have a separate thread on it.))

You can either do windows to go using rufus or aomei - or you could use winpe.
These have already been suggested.

I'm following another excellent Tenforums Tutorial to get the ISO file directly from MS. Download Windows 10 ISO File
(There is NO WAY I would have ever found my way to the Win10 iso without this tutorial. No way. Thanks!)
Now, the fun part? I'm doing all this to resolve a slow download issue. So, the 5GB iso file shows...3-4 hours. Sigh.
Another fun part? I'm currently running v1903. The direct download iso is only available as v1909. Soo...after the 3-4 hour download (if it is successful), I'll have to update this machine to v1909. Gotta keep the versions synced.
I'm not sure if I'll use Rufus or WinToUSB to mount the iso onto a USB. First, I've gotta get through the download and verify it.
(I'm leaning more and more to just nuking this entire install. I'll pull every drive out of the machine except the NVMe drive and install a fresh Win10 and then reinstall all my games and all my files and all my productivity sofware. That's gonna be a pita.)

Marking this one solved.
I was able to get a Win10 v1909 install to boot off a USB stick. Thanks to Rufus (and @NavyLCDR).
(See my comments elsewhere about the difficulties of getting a Local Account install. C'mon Microsoft: stop doing this kind of thing to your customers.)
