Blinking cursor during start-up.

I did an clean install of Windows 10 Pro recently, version 1909. One of the things that I noticed after the install, when doing a restart, I see the blinking cursor in the upper left of the screen for a few seconds, then it drops down a couple of inches and blinks some more, then it moves down and to the right of the screen (down maybe an inch and to the right 3 inches).
It goes through this process about 3 times before I get to the blue Windows 10 logo.

The clean installation went smoothly with no quirks or problems at all (I was quite surprised about this but happy too!)

So even after all of the Windows upgrades and any software installs I have done, it still does it.

Is this normal?
If not, what should I look for?

I know my BIOS is set to start up on the SSD where the OS is installed. The second thing is the CD-Rom.
Is there anything I can change in the BIOS to stop this action?

Your ASUS Z97-A motherboard may have a specialized "Quick Boot" utility available, or a similar BIOS setting. If you run that by default (or choose that option in BIOS), it should skip over all that stuff during boot-up/startup. That may be a quick and dirty way around finding and changing all the BIOS settings for devices you're not currently using (which would be the other recommended technique in your case, I believe).

[PS added 2 mins later] My Asrock Z170 Extreme7+ has a utility named FastBoot (snippet shown below) that provides this capability. ASUS may have something similar, if it's not embedded in the BIOS:

I'll give that a look tomorrow and see if it's available in the BIOS.
I won't load any of the Asus utilities (if that's where it's found), I've never had good luck with them running stable.
