Error 0x8007001F-0x2000C when trying to upgrade from 1703
I haven't been able to get Windows to update from 1703 for a while using the usual methods, so I downloaded the Media Creation Tool and tried to upgrade from there.
I set it to keep apps and files (the files live on a separate physical drive and are also backed up anyway), but this method also failed with:
Error: SetupDiag reports rollback failure found.

I've disconnected everything but the mouse and keyboard but no luck. I also have one other issue that I have no idea whether it's related or not. I'm unable to run a restart. Windows shuts down (but the machine remains powered), but doesn't come back into Windows. I have to hold the power button until it shuts off, then start it again. (using Shutdown works fine)
Would I be better off just trying to install fresh and reinstall the apps? Worst case scenario, I made a backup image of the C drive with Reflect so I can restor if necessary.
