    Error 0x8007001F-0x2000C when trying to upgrade from 1703


    I haven't been able to get Windows to update from 1703 for a while using the usual methods, so I downloaded the Media Creation Tool and tried to upgrade from there.

    I set it to keep apps and files (the files live on a separate physical drive and are also backed up anyway), but this method also failed with:
    Error: SetupDiag reports rollback failure found.

    I've disconnected everything but the mouse and keyboard but no luck. I also have one other issue that I have no idea whether it's related or not. I'm unable to run a restart. Windows shuts down (but the machine remains powered), but doesn't come back into Windows. I have to hold the power button until it shuts off, then start it again. (using Shutdown works fine)

    Would I be better off just trying to install fresh and reinstall the apps? Worst case scenario, I made a backup image of the C drive with Reflect so I can restor if necessary.

    In such a situation I usually disconnect all the drives except the desired boot drive with the OS and wipe the drive with a GPARTED Bootable CD to completely clean it to its as-shipped condition then let Windows create the new partitions and format as it wants followed by the new installation. Then after it is properly running plug in any additional drives as needed.

    Wiping the drive usually assures any corruption or infection has been removed.

    The clean install is the likely fastest way although some would say more work. I would be skeptical of current OS if you cannot restart.

    Do you have 1703 boot media. If so I would do an inplace repair. If that fails, go clean.

    No I don't. This was originally a free upgrade from Windows 8.

    Going forward I would always make boot media. Comes in handy.

    You can create ( when Windows is running properly ) by clicking start and typing recovery drive.

    What does sfc /scannow report.

    You may have to run three times to clear errors. If that doesn't work you might be able to use DISM (steps 1 thru 5) this tutorial.

    In case you need. As Berton pointed out it mentions deleting existing partitions.

    FWIW; rather than waste hours trying to debug, take Calderon Ken's advice and Clean Install. Yes, you have to re-install programs but that gives you chance to just install what you'll use. But, I've done this on a few systems that won't Upgrade versions and none have failed after unsuccessful diagnostic steps did. Good Luck

    I think this is what I'm going to do. I've already built the USB drive with the MCT. I just have to carve out some time in the next couple of days to do it. It'll be a PITA to reinstall everything, but it's not the first time I've done it, and it won't be the last.

    Once your done, that is installing and customizing your programs use a program like Macrium Reflect to take a Image of your system.

    Store it somewhere special.

    Then you can pull it out the next time you need to clean install and just do a restore. Much easier and a lot faster.
