Have you enabled legacy BIOS mode (Legacy CSM)?

step 1: Access BIOS: either enable CSM or in some BIOS, select Legacy to install Windows with MBR
step 2: Boot up Windows Installation Media (USB/DVD). Make sure to select correct mode for MBR
    ex:
windows 10 "we couldn't create a new partition or locate an existing..-boot_menu1.jpg
step 3: Once booted up. Hold SHIFT+F10 to display Command Prompt, then type:
    diskpart
select disk # where # is the disk # for m.2 drive, if you only have 1 disk then it should be 0
    clean
    convert MBR
    exit
step 3: Continue with the installation, select Custom, select unallocated disk (Do not format) then click Next.
Let Windows create all needed partitions,
Follow the screen to finish installation.

NOTE: Also make sure that your MB support Windows Installation on M.2 disk.

You have to convert the disk to MBR by executing following @topgundcp Diskpart command.

Disk 0 is MBR. Do you get same error from Diskpart when you try to create partition?

    Have you disabled Secure Boot?
