    For the 1909 step, i take it that does have to be the USB option, not just downloading the ISO and doing the process above?

    The restorehealth error was fixed.

    It can be done by the iso download to the desktop method too.

    The advantages for the bootable windows 10 iso:
    a) has Windows Recovery Environment (RE) options in case Windows RE cannot be opened on the computer
    b) can be used on any PC to troubleshoot Windows or perform custom or clean install

    one last (hopefully!) question - when i boot to the 1909 USB, i still use the "repair this computer" option, do i? i clicked on install and it asked me for a key, which looks like a full new install - i was expecting it to take me to the screen asking me what bits i wanted to keep.

    If you are doing the inplace repair you do not boot from media. You have windows running, you then navigate to media and find setup.exe. You double click setup.

    As Caledon Ken commented do not boot using the bootable Windows 10 iso.

    Power on the computer.
    Insert the Windows 10 iso into any USB port.
    Open file explorer > this PC > identify the USB flash drive > click on it > click setup or setup.exe > follow the text and images in the tutorial:

    Repair Install Windows 10 with an In-place Upgrade

    Post #51 DISM results displayed a successful Windows upgrade repair of 1803.

    A spontaneous upgrade to 1909 may then have occurred?
