the watchdog file is massive and will take hours to upload. are the current docs not teeling you anything useful?
We currently allow up to 1.5 GB as it takes time to upload and download.

do the previous docs not show anything useful? if you need that watchdog file i'll try and upload it but i want to avoid it if possible due to the stupid upload times on my rubbishy connection.
For failed Windows upgrades these are backup options:
1) Perform a reset save files or reset save files equivalent (reinstall drivers and applications)
2) Continue using an unsupported operating system knowing the risks
3) Backup files to another drive or cloud followed by a clean install
Have you tried repair install using media from current version?
Uninstall all and any third party AV's, Privacy Tools and cleaners. (Not disable - uninstall)
Review software and uninstall any bits an pieces not longer used.
I also have ESET32 and had same update problem with same error message (version 1903 - Error 0xc1900223 ).
Disabling ESET did not work (I did not deinstall), the DISM commands as advised by Freebooter did not cure the problem either.
For me this simple procedure worked excellent,

and choosing the option Update Now from Windows 10 November 2019 Update.

power situation still not sorted :-/ don't want to risk being partway through and the power going.
what seems to be the problem, what have the logs etc shown so far?
what was the point of the two bootables, to try 1909 and keep the other just incase it failed?
