that command should have worked.....
As the partition you want to Install the preview OS to is D - correct ??
And I assume you are using UPP Dump and downloading the 4 Index wim..
If you not downloading the 4 Index wim and instead downloading just a single index wim (Pro Version Only) - then the command will change

really would not matter if MBR or GPT as the D partition already exists as well as the EFI Partition..
Not sure what the actual issue is - but something not lining up or corresponding correctly
Using DISM to apply an image and then bcdboot the create the Boot Entry should not even matter in this case..
Just FWIW. For kicks, I did it this morning. Carved out a 64GB partition on a second SSD (not my boot drive), mounted 19008, ran your command with proper drive letter assignments. Took about 10 minutes. Did the bcdboot, restarted, and it took me straight to the initial setup of a clean install..... setting up devices, etc. and all the way thru to completion of an OS.
