Well, folks, I've exhausted every suggestion y'all have made, and still no joy. I asked my student if she wanted me to do a clean install, but she opted out on that front. She's going to just try to find a reasonably priced 15.6" Dell or HP laptop with a 500 GB hard drive so she won't have this problem again.
So, I guess there's nothing left to do but mark this thread solved, although the problem is still there. Best I can figure is that Windows 10 has outgrown the 32 GB card in her computer. Or, there's something in there that not even Gramma's lye soap will take off.
Edit: I'm going to copy all the suggestions and hints you've given me and put them in a document for future use, just in case someone smarter than I can use 'em.

My little ASUS 2n1 (T100Taf-B1-Signature) is no speed demon by any means, but it has been updating great so far with no msg of not enough memory. Here are the property's for 1903 18362.418. Intel Atom, 2GB SDRAM and 32GB emmc.

The current Version is 1903 with Build 18362.418, I saw the change where USB drives couldn't be used a few build updates back, not enough storage space on a 32GB SSD.

Free up as much space as possible then try upgrading by using the media creation tool launched from a 16Gb USB drive.
Use option "Create installation media (USB flash drive, DVD, or ISO file) for another PC"
Download Windows 10 ISO File
I might use this to free up additional space - (disc cleanup option)
Dism++ | New Windows Utility
Uninstall any programs that are not needed including store apps;
Geek Uninstaller - the best FREE uninstaller
All this talk of minimum space requirements prompted me to take a look on the last Win7 PC I have:
32-bit Enterprise
Free space on C: 10GB
There is a data volume with plenty of space
Windows 10 Update Assistant (Windows10UpgraderApp.exe), the current version, claims that I'm good to go and actually starts downloading Win10!
I think not, since there would be ~7GB free after that DL. Unless there has been a very recent advancement in space management, I don't think it would work.
I'm not going to be updating imminently, and when I do I'll do a clean install, but what's up with the Update Assistant inviting trouble?
