Defiantly seems to be Win 10 problem, I even tried a wired Ethernet connection and ended with same results . If I can't figure this out I might have to restore back to Win 7.

Ran sfc /scannow , reported “Windows Resource Protection did not find any Integrity violations”
    No problem there.

How is the date and time in the Taskbar. Sometimes if that is messed up strange activation problems occur.

What anti-virus are you using. If it's anything other than Windows Defender, uninstall it for now.

Go to Windows Update and Check for Windows Updates.

Yep, when I suggested keep trying, that was the command I should have stated.

In trying to replicate this issue I turned off Wi-Fi completely and

    1. Ran the above command - it reported Activated even though the system was without Internet - assume it didn't need to go to MS so...

    2. Entered a Win 8 key in the change product key dialog - it reported Activated

Got a new Digital Licence in the process (below the underlined is the old and bold the new)

    Code:

--------- Clip Event log data ---------
    Application license successfully installed.
    Package: Microsoft.Windows.48.X19-98841_8wekyb3d8bbwe

--------- Clip Event log errors ---------
    No Digital License errors found!

So I will have to try to replicate on a de-activated system next.

    OK I did the test

From OEM (bios) activated Win 7 Pro VM (to emulate a notebook) - I de-activated it by uninstalling the product key

    • Turned off networking
    • Upgraded to Win 10 Pro ( it asked for a key and wouldn't accept the generic Win 10 retail key - it did accept a Win 10 MAK)

    Once installed

    • Ran slmgr /ato and got this - as expected

Activation problem after upgrading from Win 7 to Win 10-capture3.png

Then went to Change Product key and entered the generic and got this:

Activation problem after upgrading from Win 7 to Win 10-capture4.png

So it activated locally providing DL but with this in the diag report

    Code:
    LicensingStatus: SL_LICENSING_STATUS_NOTIFICATION
    LicensingStatusReason: 0xC004F034
    LocalGenuineState: SL_GEN_STATE_IS_GENUINE

So we are in grace/notication period but activated

Pertinent error as noted above being
Activation problem after upgrading from Win 7 to Win 10-capture10.png

Then with WAN established it deactivated
Activation problem after upgrading from Win 7 to Win 10-capture6.png

I had to change product key again to a Win 7 OEM COA key and it then activated with a generic Win 10 OEM digital licence

Conclusion... network access is the root cause of the error (as it says on the tin) so that's what has to be established...

WOW Superfly thanks for all effort! You confirmed what I could only suspect. When I look at network icon on taskbar it indicates "No Internet access" but can do anything on internet BUT activate & call up win 10 help. As previously indicated even updates are downloaded. When I click on taskbar icon to display connections the router is indicated as "No Internet, Secured" but has Disconnect bar to disconnect it from network.

Question is how do I get Win 10 to recognize network connection that is there? Like I said even had same problem with hardwired Ethernet connection. Have done network reset couple times with no help.

Date and time is normal and displays calendar, etc when opened.
Anti-virus is Windows Defender and even disabled firewall, but no help.
Windows updates have been downloading ever since upgrade date of 9/24/19

Connected modem with Ethernet cable strait to laptop, ran Windows Network Diagnostics and got following Problem found.

"Ethernet" doesn't have a valid IP configuration Not fixed"

Next tried activation Troubleshoot and ended with same problem. Then tried connection and had none. In Control Panel > Network and Internet > Network and Sharing Center, ran "Set up a new connection or network" got following:
Activation problem after upgrading from Win 7 to Win 10-ethernet-connection.png
Had to return to wireless router to get back here and post this.

I have had that doesn't have a valid IP thing before - it's a bitch to fix even with multiple reboots

Have you tried resetting the network? Troubledhooter merely resets the adapter.

Yes, I think so, rebooted router and selected reset from network app in win 10 but will do it again now just to be sure.

When thru all ten methods, none helped. Thinking about trying one of processes in link dalchina posted in post #2, using Win7 pro product key for activation. What do you think about that process? Got to go out for few hours before I can get back to this, thanks.
