Setting up a laptop for first use. No MS account, no "skip" option

I am trying to set up an HP Envy for first use. It has Windows 10 on it and I already went through the steps setting up the keyboard layout, signing into my wifi network, and now it is asking me to log into a Microsoft account that I do NOT have! Normally there is a "skip" option but there is NOT one. If I hit "next" it says "please enter a valid Microsoft account". If I click back, it goes back but immediately returns me back to that Microsoft login screen. There are no other buttons or options ANYWHERE on the screen other than "terms of use"

How can I get past this screen with no Microsoft account? This setup process is unlike any other Windows 10 setup processes that I have seen!

How can I get the ball rolling? And do not just say get a Microsoft Account. I cannot! It always says that my phone number is invalid (even though it is not) and MS will not let me create one without

The "mistake" you made is connecting the internet until AFTER you reach the desktop. There is NO skip anymore.

    Hello,

At this step 24, you can enter an invalid phone number and click on Next to then see an "Offline account" link option.

That's not entirely true. There is a bug in the OoBE experience just for 1809 and only for Home. The Offline account option is missing from this screen...

I have at last (not) seen this feature. It appears to only (not) be seen in a clean install of 1809 while connected to the internet.

Clean install without using either a MS account or a phone number - post #18

Note that it asks for an email or phone number. The workaround to be able to create a local account is to give as non-existent phone number such as 1234567890. The next screen tells you it can't use that number, and on that screen is an option to create a local account.

This bug is only in 1809 and only for Home. It doesn't exist in earlier versions and it has been fixed for 1903.

That is the screen that I see except it DOES NOT do what you are saying. Yellow letters appear below the text box saying "Please enter a valid Microsoft account"

That is correct. Here I installed 1809 Home while connected to the internet. The option to use a local account was missing as in my earlier screenshot. Then I entered the phone number 1234567890 and clicked Next. The option to create a local offline account is at the bottom left of that screen.

Click 'Ofline account' and you get this screen.

Now click 'Limited experience' at the bottom left to finally get to this...
